RECOMMENDATIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Redwood Shore Diving, Inc. in an amount not to exceed $500,000, to provide marine salvage services, for the period December 1, 2024 through November 30, 2027.


FISCAL IMPACT:
Approval of this request will result in up to $500,000 in contractual service expenditures over a 3-year period and will be funded 100% by the California Department of Boating and Waterways grant: Surrendered and Abandoned Vessel Exchange (SAVE).


BACKGROUND:
The waterways in and around Contra Costa County have long been used for illegal dumping and sinking of abandoned and derelict vessels of all sizes and types. If these vessels remain in the water, they can become a hazard to safety, navigation, wildlife and the environment. Additionally, many vessels carry hazardous materials that, if discharged, can lead to other potential hazards. The occupancy of abandoned vessels in the waterway adversely impacts residents, commercial boaters and recreational boaters in and around Contra Costa County. The Office of the Sheriff's Marine Services Unit utilizes salvers, such as Redwood Shore Diving, Inc., who are specially trained, equipped, and capable of safely removing vessels that may be afloat, aground or submerged.

The department is seeking approval of this retroactive contract due to an administrative delay caused by the substantial number of new contracts the Office of the Sheriff is currently handling. The contractor has continued to provide services in good faith.


CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, the Office of the Sheriff will not be in compliance with the grant funding conditions. Abandoned vessels will not be removed from County waterways, which poses several potential haz...
