Report Title:                     Purchase Order with Califa for LinkedIn Learning for Library Subscription through September 30, 2026

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

RESCIND Board Action of June 24, 2025 (C.130), which was for a three (3) year renewal of LinkedIn Learning, and APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Califa Group, subject to the Califa Agreement with Carahsoft Technology Corp, in an amount not to exceed $40,230 for the renewal of Carahsoft Technology Corp’s LinkedIn Learning subscription, for the period October 1, 2025, through September 30, 2026.

FISCAL IMPACT:

100% Library Fund.

BACKGROUND:

The Library offers patrons LinkedIn Learning’s high-quality instructional courses and videos in 7 languages. These courses cover a wide range of topics so patrons can learn the latest software, creative, and business skills taught by industry experts. Patrons can learn at their own pace, using bite-sized tutorials or comprehensive courses.

The terms and conditions include limitation of liability provisions and indemnification language, which were reviewed by County Counsel.

On June 24, 2025, the Board gave authorization for a three-year contract through September 30, 2028 in an amount not to exceed $120,690. The Library requests, instead, authorization for a one-year term through September 30, 2026 in an amount not to exceed $40,230.

CONSEQUENCE OF NEGATIVE ACTION:

If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons with a platform that offers opportunities to upskill and learn new skills through an extensive array of online courses on various professional and technical topics.
