RECOMMENDATIONS:
APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with Stearns, Conrad, and Schmidt Consulting Engineers, Inc (SCS) in an amount not to exceed $915,000 (100% U.S. EPA Assessment Coalition Grant) to provide technical support including site assessment and clean-up plan development for the period July 14, 2026, through September 30, 2029.
FISCAL IMPACT:
A U.S. EPA Assessment Coalition Grant is the source of funding for this contract and for the cost of Department of Conservation & Development staff time to administer the contract. There is no impact on the General Fund.
BACKGROUND:
In September 2024, the U.S. Environmental Protection Agency (EPA) released a solicitation for applications from jurisdictions seeking brownfields assessment grant opportunities for Fiscal Year 2025, and on November 12, 2024, the Board of Supervisors authorized the Department of Conservation and Development to apply for and accept a brownfield coalition assessment grant from the U.S. Environmental Protection Agency (U.S. EPA) of up to $1,200,000 for the assessment of potential brownfields and additional planning steps to pursue clean-up of the identified brownfields.
In July 2025, the County accepted an EPA Brownfields Coalition Assessment Grant from the U.S. EPA to produce a brownfields inventory, environmental assessment, and cleanup and redevelopment plans, which will be provided at no cost to property owners.
