RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (contract) with Mark Thomas & Company, Inc., in an amount not to exceed $606,139.64 for construction management services for the Walnut Creek Overlays & Walnut Creek Surface Treatment Projects for the period June 24, 2025 through December 31, 2026, Walnut Creek area. FISCAL IMPACT:

Work performed under this contract will be funded by 100% Local Road Funds.

BACKGROUND:

The 2025 Walnut Creek Overlays project consists of cold planning and placing an HMA overlay of various roads in the Walnut Creek Area. Work includes, removing existing curb and sidewalk, and placing concrete curb ramps in compliance with the American with Disabilities Act, adjusting and setting survey monuments and placement of thermoplastic traffic stripes and markings.

The 2025 Walnut Creek Surface Treatment project consists of applying an asphalt rubber chip seal covered with a type II slurry seal on various roads in the unincorporated area of Walnut Creek. Work involves pavement surface preparation including: weed spray, pavement failure repair, crack sealing, edge grinding, removal of existing thermoplastic stripes and markings, removal of existing concrete curb and sidewalk, and placing concrete curb ramps in compliance with the American with Disabilities Act, adjusting and setting survey monuments, and placement of thermoplastic traffic striping and pavement markings.

Mark Thomas & Company, Inc. was selected to provide construction management services for the project after completing a request for proposal solicitation and technical proposal process. ...
