Report Title: Council on Homelessness Appointments

RECOMMENDATIONS:
APPOINT Christina Navarro to the Employment and Human Services Department Representative seat with a term ending December 31, 2027 on the Council on Homelessness, as recommended by the Family and Human Services Committee.
FISCAL IMPACT:
There is no fiscal impact for this action.
BACKGROUND:
The Contra Costa Council on Homelessness (COH), a Board of Supervisors appointed body, provides advice and input on the operations of homeless services, program operations, and program development efforts in the County. The COH establishes the local process for applying, reviewing and prioritizing project applications for funding in the HUD Homeless Assistance Grant Competitions, including the Continuum of Care (CoC) Program and the Emergency Solutions Grant Program.
At the July 13, 2026, Family and Human Services Committee Meeting, the Committee approved the appointment of Christina Navarro to the Employment and Human Services Department Representative seat with a term ending December 31, 2027 on the Council on Homelessness.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to appoint members and make the requested term adjustment will reduce public participation in advising policy development.
