Report Title: Interagency Agreement with the Contra Costa County Office of Education

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute an interagency agreement with the Contra Costa County Office of Education, in an amount not to exceed $473,986 to provide educational programs for youth enrolled in the Briones Youth Academy for the period July 1, 2026 through June 30, 2027.
FISCAL IMPACT:
This contract is 100% funded by the Juvenile Justice Realignment Block Grant.
BACKGROUND:
Since July 2021, the Contra Costa County Office of Education has provided educational services for youth enrolled in the Briones Youth Academy at Juvenile Hall. These services support youth in pursuing post-secondary education and career readiness opportunities while in custody.
The Probation Department is requesting approval to renew its agreement with the Contra Costa County Office of Education to continue providing post-high school educational services. Under the renewed agreement, the Office of Education will provide access to a comprehensive range of college-level and career technical education opportunities, including, but not limited to, general education community college coursework, computer science programming, vocational training, and social-emotional learning programs. These services are designed to support youths educational advancement, workforce development, and successful reentry into the community.
CONSEQUENCE OF NEGATIVE ACTION:
If unapproved, youth in the Briones Youth Academy will lose access to post-high school educational and career readiness services, limiting opportunities for college coursework, vocational training, and successful community reentry.
