RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent or designee to purchase on behalf of the Health Services Director, up to 20 SaveMart gift cards each with a $100, totaling $2,000 plus applicable shipping up to $100; for a total amount not to exceed $2,100 to incentivize client participation in the Tuberculosis Client Services (TBCS) Program.

 

FISCAL IMPACT:

This $2,100 expenditure will be funded by the CDPH Tuberculosis Local Assistance Base Award for the Fiscal Year 2025-2026. There will be no impact to the County General fund.

 

BACKGROUND:

The Contra Costa Health Department's Public Health Division maintains a Tuberculosis Client Services (TBCS) Program which serves all reported TB patients and their contacts in Contra Costa County. Outreach services are provided to engage and support the hard-to-reach and high-risk residents with TB. The TBCS staff work within the Communicable Disease Program in collaboration with the HIV/STI Program, Healthcare for the Homeless Program, the Contra Costa Regional Medical Center and Health Centers, and providers throughout the County. This grant has been awarded to Contra Costa County since 1990. Gift cards are distributed to certain TBCS program clients to help offset barriers that could negatively impact their ability to engage in care, complete TB treatment, and prevent the spread of TB.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, CDPH grant funding for food and incentives will be underutilized  and TBCS clients will be at risk of falling out of care, losing their housing, and/or not having enough to eat.
