RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Seneca Family of Agencies, in an amount not to exceed $852,644 to provide wraparound services to youth for the period July 1, 2025 through June 30, 2026.

FISCAL IMPACT:

$852,644 - 68% State, 30 % County General Fund, 2% Federal; all of which is budgeted in FY 25-26.

BACKGROUND:

On July 23, 2024, the Board approved item C.35 authorizing a contract with Seneca Family of Agencies for the term July 1, 2024 to June 30, 2025. This contract will renew the prior approved contract for the term July 1, 2025 to June 30, 2026 to provide wraparound services, alternatives to group home care through expanded family-based services, for youth living with their birth parent, relative, foster parent or guardian.

The Employment and Human Services Department (EHSD), Children and Family Services (CFS) Bureau selected Seneca Family of Agencies (Contractor) from the competitive procurement Request for Proposal (RFP) #1207 in April 2024.

Recent previous agreements for these services with Seneca Family of Agencies were authorized by the Board of Supervisors on May 9, 2023 (C.37) for FY23/24 contract; June 21, 2022 (C. 127) for FY22/23 contract; and June 22, 2021 (C.128) for FY21/22 contract all resulting from RFP 1176.

Contractor will operate a community-based intervention program that provides children with service alternatives to group home care through expanded family-based services.
