RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26614 to add three (3) Social Worker (X0VC) (represented) positions at Salary Plan and Grade 255-1434 ($7,045.94-$8,564.38) to the Employment and Human Services Department Workforce Services Bureau.

FISCAL IMPACT:
Approval of this action will result in annual salary and benefits cost of $414,177 for FY 2026-2027. (100% State SAMHWORKs funding).

BACKGROUND:
The Workforce Services Bureau will assume oversight of the Substance Abuse and Mental Health California Work Opportunity and Responsibility to Kids (SAMHWORKs) program from Health Services effective July 1, 2026. Transitioning the program to Workforce Services will better align SAMHWORKs functions with existing employment and supportive service activities, resulting in more streamlined assessments, referrals, and overall service coordination.

The three Social Worker positions associated with this program are essential to ensuring that SAMHWORKs customers are timely assessed and referred to the appropriate service providers. Currently, the SAMHWORKs allocation funds three full-time equivalent (FTE) positions through a contract with Health Services. That contract expires on June 30, 2026.

To ensure continuity of services and avoid any interruption for SAMHWORKs customers during the transition, the same funding allocation will be used to establish three Social Worker FTE positions within EHSD effective July 1, 2026, the same date that program oversight transfers from Health Services to Workforce Services.
