Report Title:                      Payment for Audit Services by Cropper Accountancy Corporation

Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Auditor-Controller, or designee, to pay $67,199 to Cropper Accountancy Corporation for provided audit services for grants awarded to various Contra Costa County departments for the period of October 1, 2025, through September 30, 2026.

 

FISCAL IMPACT:

 

Approval of this payment will result in a one-time expenditure of $67,199 and will be funded by the Office of the District Attorney (77%), Office of the Auditor-Controller (8%), Department of Public Works (7.5%), and Department of Health Services (7.5%) for the audits required by the respective Office and Department. 

 

BACKGROUND:

 

Cropper Accountancy Corporation provides audit services for various Contra Costa County Offices and Departments.  An extension to contract 49-874-00 was initiated in July of 2025, however due to administrative delays the extension was not executed.  Due to the delay in execution, Board Approval is requested to execute a contract to pay for services provided.  The Contractor is entitled to payment for the reasonable value of its services where a contractor has been asked to provide services without a valid contract and the contractor does so to the benefit of the County.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If this payment is not approved, the Contractor will not be paid for services requested by County staff and provided by Contractor in good faith.
