From:                                          David O. Livingston, Sheriff-Coroner

Report Title:                     Total Firearms Training

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract renewal with Total Firearms Training, in an amount not to exceed $338,967 to provide firearms range safety management for Office of the Sheriff Personnel and range visitors and oversee CCW (concealed carry weapons) permit qualifications, for the period January 1, 2026 through December 31, 2027.

FISCAL IMPACT:

Approval of this request will result in up to $338,967 in contractual service expenditures over a 2-year period and will be funded 70% by the General Fund and 30% by participant fees.

BACKGROUND:

Total Firearms Training provides rangemaster, armorer, and instructor services at the Office of the Sheriff’s firearms range. This contractor’s firearms range safety management services include observation of Office of the Sheriff’s personnel and visitors in handling firearms, advice of any safety concerns observed and immediate action to stop any activity viewed as presenting a danger to life or property. Additionally, this Total Firearms Training oversees CCW permit qualifications. The contractor also performs range maintenance and improvement supervision, tasks related to armorer repair, and provides firearms instruction.

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, it will result in the Office of the Sheriff not having a contract to provide rangemaster, armorer or instructor services, likely reducing the availability of the Office of the Sheriff’s firearms range and subsequent income from participant fees.
