RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Standard Agreement #29-533-8 (State #25-50126) with the California Department of Health Care Services, to provide Managed Mental Health Care services for Medi-Cal eligible residents of Contra Costa County for the period from July 1, 2025 through December 31, 2026.

FISCAL IMPACT:
There is no fiscal impact. The County will be paid for services in accordance with Chapter 3, Part 2, Division 5 of the Welfare and Institutions Code along with Sections 5600, 5750, 5650 and Government Code Sections 11138, 14705, and 14718.

BACKGROUND:
The goal of Managed Mental Health Care is to provide covered specialty mental health services, including medication support, day treatment intensive, day rehabilitation, crisis intervention, crisis stabilization, adult residential treatment, crisis residential, psychiatric health facility and targeted case management services. Covered mental health services include psychiatric inpatient treatment and early periodic screening, diagnosis and treatment (EPSDT) supplemental specialty mental health services. The County has been contracting with the State for these services since April 1, 2012.

On November 1, 2022, the Board of Supervisors approved Standard Agreement #29-533-6 with the California Department of Health Care Services, for the provision of Managed Mental Health Care for Medi-Cal eligible residents of Contra Costa County through June 30, 2027, which included agreeing to indemnify and hold the State harmless for claims arising out of the County's performance under the Agreement.
