Report Title: Hazardous Materials Commission Appointment

RECOMMENDATIONS:
APPOINT David Schoenthal to Business Seat #1 to complete the current term expiring December 31, 2026 and to the new term ending December 31, 2030 on the Hazardous Materials Commission.
FISCAL IMPACT:
There is no fiscal impact for this action.
BACKGROUND:
The Hazardous Materials Commission was established in 1986 to advise the Board of Supervisors, County staff and the mayors’ council members, and staffs of the cities within the County, on issues related to the development, approval and administration of the County Hazardous Waste Management Plan. Specifically, the Board charged the Commission with drafting a hazardous materials storage and transportation plan and ordinance, coordinating the implementation of the hazardous materials release response plan and inventory program, and to analyze and develop recommendations regarding hazardous materials issues with consideration to broad public input, and report back to the Board on matters referred to the Commission.
The bylaws of the Commission provide that Business Seat #1 is to be nominated by the West County Council of Industries, screened by the Internal Operations Committee, and appointed by the Board of Supervisors. Aaron Winer of West County Council of Industries and Vice Chair of the Hazardous Materials Commission has recommended David Schoenthal for Business Seat #1. The term for this seat will expire on December 29, 2029.
The IOC reviewed the recommendation at its June 22, 2026 meeting and recommends the appointment.
CONSEQUENCE OF NEGATIVE ACTION:
If this appointment is not made, this seat will remain unfilled and it will be more difficult for the Commission to achieve a quorum.
