Report Title: Purchase Order with DLT Solutions for Oracle Forms and Reports Software

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Public Works Director, a Select Program Agreement and a purchase order with DLT Solutions, LLC in an amount not to exceed $100,000 for Oracle Forms and Reports software for the period November 1, 2025, through December 31, 2027, Countywide.
FISCAL IMPACT:
100% Various Road, Flood Control, and Special Districts Funds.
BACKGROUND:
Renewing Oracle Forms and Reports (OFR) and Database (DB) software ensures that the Public Works Department has continued access to use of the software. OFR software manages the graphical user interface (GUI) to our Oracle Database with its many in-house custom applications. OFR is the principal ‘front-end’ software platform for a significant portion of the Department’s workflows - including many personnel and fiscal processes. The Select Program Agreement has been reviewed by County Counsel and requires Board approval because it includes indemnification and limitation of liability language.
CONSEQUENCE OF NEGATIVE ACTION:
Failing to renew Oracle Forms and Reports and Database software would lead to severe challenges, including disrupting payroll and key fiscal processes.
