RECOMMENDATIONS:
ADOPT a Resolution approving the Side Letter between Contra Costa County and AFSCME, Local One to update the Memorandum of Understanding (MOU) between the parties to replace all references to the classifications of Agricultural Biologist II and Weights & Measures Inspector II with Agricultural Biologist/Weights & Measures Inspector II, replace all references to the classifications of Agricultural Biologist I and Weights & Measures Inspector I with Agricultural Biologist/Weights and Measures Inspector I, and amend Subsection 53.1.A - Department of Agriculture Personnel to remove the requirement for Agricultural Biologist/Weights & Measures Inspectors II and III to possess a Hazardous Materials Endorsement to be eligible to receive the 2.5% differential.


FISCAL IMPACT:
No additional fiscal impact. The differential already exists but is being allocated to a different classification with different criteria. The differential is only available for a limited number of positions.


BACKGROUND:
The classifications eligible for the differential under Section 53.1.A were modified in 2024 and should be revised throughout the MOU to reflect the current classification names.

Previously, staff were required to possess a Hazardous Materials Endorsement to receive the 2.5% differential under Section 53.1.A of the MOU. Agriculture/Weights and Measures Department recently confirmed with the State of California that their staff do not require a Hazardous Materials Endorsement because Agricultural Biologist/Weights & Measures Inspectors II and III do not transport the types of hazardous materials covered by the endorsement.
