RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #24-925-44 with Lincoln, a non-profit corporation, effective January 1, 2026, to amend Contract #24-925-43, to increase the payment limit by $300,000 from $6,981,510 to a new payment limit of $7,281,510 for additional Medi-Cal mental health services for Seriously Emotionally Disturbed (SED) children and their families in East Contra Costa County with no change in the term ending June 30, 2026.
FISCAL IMPACT:
Approval of this Contract Amendment will result in additional budgeted expenditures of up to $300,000 and will be funded by 93% Federal Medi-Cal and 7% Antioch Unified School District/Pittsburg Unified School District revenues. (No rate increase)
BACKGROUND:
Behavioral Health Services Division (BHSD)/Mental Health has an obligation to provide certain Medi-Cal specialty mental health services, for its members under the terms of their Individual and Group Health Plan membership Contracts with the County. This Contract meets the social needs of County's population by providing therapy, medication support, case management, outreach, and crisis intervention services to elementary and junior high aged students in East Contra Costa County in order to reduce the need for out-of-home placements This Contractor has been providing these mental health services while fostering a deep understanding of the BHSD organizations mission, values, and long-term objectives since January 1998.
