RECOMMENDATIONS:
RESCIND Board action of April 14, 2026 (C.2, 26-1448), which authorized the purchasing agent to execute on behalf of the Fire Chief a purchase order with Testforce in an amount not to exceed $205,149 for replacement radio service monitors; and APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Fire Chief, a purchase order with Viavi Solutions, in an amount not to exceed $205,149 for the purchase of replacement radio service monitors.
FISCAL IMPACT:
Budgeted 100% from the CCCFPD EMS Transport Fund.
BACKGROUND:
In April 2026, the Board approved the Fire District's request to execute a purchase with Testforce, an authorized reseller of Viavi Solutions, pursuant to the NASPO ValuePoint Master Agreement and the Participating Addendum between Viavi Solutions and the State of Washington. It has since been determined that the Participating Addendum does not permit the use of authorized resellers and requires purchases to be made directly with Viavi Solutions.
Accordingly, the Fire District is requesting approval to amend the previously authorized action to allow the purchase to be made directly with Viavi Solutions under the same NASPO ValuePoint Master Agreement and Participating Addendum.
The Contra Costa County Fire Protection District needs to acquire replacement radio service monitors from a dependable vendor. The purchase will be made through a cooperative procurement agreement utilizing NASPO Contract No. 07-22-70-49-22. This cooperative purchasing method allows the District to obtain pre-negotiated, competitive pricing while promoting operational efficiency and cost-effective solutions.
