.IN THE MATTER OF the recognition of Vince De Lange in appreciation of his more than three decades of professional leadership, commitment to excellence, and contributions to the wastewater sector and public service.

WHEREAS, Vince De Lange has dedicated more than 32 years to the wastewater industry,
providing distinguished technical expertise, leadership, and professional service in support of
environmental protection and public health; and

WHEREAS, Vince De Lange served for nine years as General Manager of Delta Diablo, where
he provided executive leadership and strategic direction in advancing the agency's mission and
serving the communities within its service area; and

WHEREAS, prior to his tenure with Delta Diablo, Vice De Lange served for 17 years in
progressively responsible engineering positions with the East Bay Municipal Utility District and
six years as a wastewater process engineer with the San Francisco Public Utilities Commission;
and

WHEREAS, Vince De Lange earned a Master of Science degree in Environmental Engineering
and a Bachelor of Science degree in Civil Engineering from the University of California,
Berkeley, and is a registered Professional Engineer in the State of California; and
