Report Title: Interagency Agreement with Pittsburg Power Company for Construction Pre-Apprentice Training Services for Workforce Innovation Opportunity Act (WIOA) Adult participants

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an interagency agreement with Pittsburg Power Company in an amount not to exceed $300,000 to administer year-round Adult Pre-apprenticeship Construction Training Services in Contra Costa County under the Workforce Innovation and Opportunity Act to East County residents, for the period January 1, 2026, through December 31, 2026.
FISCAL IMPACT:
Funded with 100% Federal Workforce Innovation and Opportunity Act (WIOA) revenues, of which 50% is budgeted in FY 2025-26, and 50% will be budgeted in FY 2026-27.
BACKGROUND:
Pittsburg Power Company (Agency) was selected via Request for Proposals (RFP) #1225 for the provision of Workforce Innovation and Opportunity Act (WIOA) Adult Pre-Apprenticeship Training Services. On May 7, 2024, the Workforce Development Board (WDB) Executive Committee approved the development and release of an RFP to procure Pre-Apprenticeship Training Services under WIOA. On November 4, 2025, WDB Full Board approved the selection of the WIOA Adult Pre-Apprentice Service Provider and authorized WDB to enter contract negotiations to execute an agreement with the awarded organization Pittsburg Power Company in an amount not to exceed $300,000.
CONSEQUENCE OF NEGATIVE ACTION:
Without this agreement, the County will be hampered in providing adequate pre-apprentice training services to WIOA adult participants in East County.
