RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with The Glen Price Group in an amount not to exceed $499,890 to provide funding opportunity and executive order monitoring, grant writing and strategic planning services for the period July 1, 2026, through June 30, 2027.

FISCAL IMPACT:

60% vital records fees (Special Funds), 40% Allocation (38% Federal, 54% State, and 8% County); all of which is budgeted in FY 26-27.

BACKGROUND:

On September 10, 2024, the Board approved Consent Item C.46. authorizing the execution of a contract with The Glen Price Group for the term July 23, 2024, through June 30, 2025. On February 3, 2026, the Board approved consent item C.17 authorizing the execution of a contract renewal with The Glen Price Group for the term July 1, 2025, through June 30, 2026, to provide fund development, executive order monitoring, grant writing and strategic planning services.
This action seeks to execute a contract renewal with The Glen Price Group to continue to provide funding opportunity and executive order monitoring, grant writing and strategic planning services for the period July 1, 2026, through June 30, 2027.
This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.

CONSEQUENCE OF NEGATIVE ACTION:

Should the proposed action not be approved by the Board of Supervisors, the Employment and Human Services Department will not be able to continue to take advantage of strategic planning, fund development, grant writing services currently available for units to set strategic plans and secure grant funding, nor will EHSD have a system for tracking relevant executive orders and their impacts.
