Report Title:                     Reclassify Twenty-five Employees from Medi-Cal Program Assistant to the Social Services Program Assistant and abolish Medi-Cal Program Assistant classification

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

ADOPT Position Adjustment Resolution No. 26291 to reclassify twenty-five Medi-Cal Program Assistant (XHSB) positions and their incumbents to Social Services Program Assistant (X0SA) at salary plan and grade 255 1384 ($5,879.91 - $7,147.07) and abolish the Medi-Cal program Assistant (XHSB) classification.

FISCAL IMPACT:

There is no fiscal impact. The salaries are identical and fully funded in the FY 23/24 Budget and the approved FY 24/25 Budget.

BACKGROUND:

On October 25, 2022, the Board of Supervisors approved item C.22, Position Adjustment Resolution No. 26057 to add three hundred and forty-three (343) Social Service Program Assistant (X0SA) (represented) positions, delete three hundred and ten (310) Eligibility Worker I/II/III (XHWA/XHVA/XHTB) (represented) positions, and delete thirty-three (33) Medi-Cal Program Assistant (XHSB) (represented) positions in the Employment and Human Services Department as a first step towards creating a new eligibility worker series. This item approves the reclassification of employees in filled positions. Their anniversary date and job class seniority dates will be preserved.

CONSEQUENCE OF NEGATIVE ACTION:

Retaining the Medi-Cal Program Assistant classification would be inconsistent with the Board of Supervisor action approved on October 25, 2022.

CHILDREN’S IMPACT STATEMENT

The Social Service Program Assistant classification supports the third community outcome established in the Children’s Report Card: “Families that are Economically Self Sufficient”.
