RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension Agreement #77-626-1 with Netsmart Technologies, Inc. (dba McBee Associates), a corporation, to increase the payment limit by $800,000, from $400,000 to a new payment limit of $1,200,000, and extend the termination date from July 31, 2024 to July 31, 2025 for admission review support services for Contra Costa Health Plan (CCHP) Management Team.
FISCAL IMPACT:
Approval of this amendment will result in additional contract expenditures of up to $800,000 for Fiscal Year 2024-25 and will be funded 100% by CCHP Enterprise Fund II.
BACKGROUND:
CCHP has an obligation to maintain certain specialized healthcare management services to ensure CCHP members get the most benefit from their Individual and Group Health Plan membership contracts with the county. This contractor will provide admission support and review services, under the CCHP Utilization Management Unit for Medi-Cal members admitted to the emergency department at affiliated hospitals. This contractor will begin providing services on August 1, 2023.
The nature of the admission review support services to the CCHP Medical Management Team is complex and requires seamless coordination, integration and collaboration with existing programs and systems. This contractor currently cooperates with and participates in CCHP's Quality Management Program which consists of quality improvement activities to improve the quality of care and services and member experience.
