RECOMMENDATIONS:

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Total Firearms Training, in an amount not to exceed $308,133, to provide firearms range safety management for Sheriff's Personnel and range visitors and oversee CCW (concealed carry weapons) permit qualifications for the period January 1, 2024 through December 31, 2025.

 

FISCAL IMPACT:

Approval of this request will result in up to $308,133 in contractual service expenditures over a 2-year period and will be funded 70% by the Sheriff’s Office General Fund and 30% by participant fees.

 

 

BACKGROUND:

Total Firearms Training will provide Rangemaster, Armorer, and Instructor services at the Sheriff's Range for the Office of the Sheriff. This contractor’s firearms range safety management services include observation of Sheriff's personnel and visitors while they are handling firearms, advice of any safety concerns observed, and immediate action to stop any activity viewed as presenting a danger to life or property. Additionally, this contractor will oversee CCW permit qualifications, and also perform range maintenance and improvement supervision, tasks related to armorer repair, and provide firearms instruction.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

Negative Action by the Board of Supervisors will result in the Sheriff’s Office having no contract with Total Firearms Training to provide Rangemaster, Armorer, and Instructor services, likely reducing the availability of the Sheriff’s Range and subsequent income from participant fees.
