RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Atco Tow, Inc., effective October 1, 2025, to increase the payment limit by $1,000,000 to a new payment limit of $1,650,000, with no change to the term, for on-call vehicle towing services, Countywide.

BACKGROUND:
Public Works Fleet Services maintains all County vehicles. As such, vehicle towing is an important part in getting damaged or broken units from one point to another. The on-call towing contracts can be used for towing County vehicles, vehicle storage, and standby towing. They can also be used for roadside assistance services such as jump start and refueling.
The Public Works Department conducted a formal solicitation for on-call towing services in September of 2021. The Invitation for Bid was originally bid on Bidsync #2107-499. Atco Tow, Inc. was the sole, responsive and responsible vendor awarded for this contract.
Amendment No. 1 was approved, effective January 31, 2025, and increased the payment limit by $200,000 to a new payment limit of $650,000 and extended the term through January 31, 2027.
Fleet Services is requesting Amendment No. 2 with Atco Tow, Inc. to be approved to increase the payment limit by $1,000,000 to a new payment limit of $1,650,000. The previous increase payment limit was underestimated, and additional funds are needed to maintain services for the duration of the contract.
CONSEQUENCE OF NEGATIVE ACTION:
Without approval of this Contract Amendment No. 2, vehicle towing services with Atco Tow, Inc. will discontinue, and future emergency vehicle towing will not be completed.
