Report Title: Interagency Agreement Amendment with California State University, Long Beach Research Foundation, to Extend the Term Through December 1, 2026.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Defender, or designee, to execute an interagency agreement amendment with California State University, Long Beach Research Foundation, a public agency, to extend the term from June 1, 2026 to the new termination date of December 1, 2026 for Holistic Intervention Partnership Project evaluation services.
FISCAL IMPACT:
No fiscal impact. This action extends the termination date through December 1, 2026, with no change to the contract limit of $314,100, which is funded 100% by California State Board of Community Corrections.
BACKGROUND:
In August of 2022, the Contra Costa County Office of the Public Defender and the Contra Costa County Health Services Department for its Health, Housing and Homeless Services, secured a $6 million grant from the California Board of State and Community Corrections (BSCC) to expand the Holistic Intervention Partnership (HIP). HIP provides support to those involved in the criminal legal system in an effort to improve outcomes for indigent Contra Costa County residents who struggle with mental illness, substance dependence, and homelessness. An interagency agreement for $300,100 with California State University, Long Beach Foundation was entered, effective September 1, 2022. On February 4, 2025 the Board of Supervisors approved an amendment to increase the amount to $314,100, effective February 1, 2025.
On November 20, 2025, the BSCC Board approved an extension of the Proposition 47 Cohort 3 Grant Program for an additional six months. This extension allows grantees to exhaust any remaining funds as of February 28, 2026. As part of this action, the due dates for the final audit report ...
