RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with LifeLong Medical Care to extend the term from June 30, 2026, through June 30, 2027, with no change to the payment limit of $400,200 to provide employment training panel workforce advancement fund training for healthcare workers.

BACKGROUND:

On October 30, 2023, the Workforce Development Board of Contra Costa County (WDBCCC) was awarded state training funds through the Employment Training Panel - High Road: Workforce Advancement Fund (ETP-HWAF) to expand the Healthcare Initiative. On August 12, 2025, the Board approve item C.15 to execute a contract with LifeLong Medical Care in the amount of $400,200 to implement the Healthcare Initiative on behalf of WDBCCC for the term July 1, 2025, through June 30, 2026.

This action is to extend the term through June 30, 2027, with no change to the payment limit to allow the contractor additional time to fully expend training funds and complete program activities, as initial program launch timelines extended beyond original projections.

The Medical Assistant Training Program provides performance-based, customized training designed to offset the high cost of training for individuals facing significant barriers to employment. This program focuses on upskilling incumbent workers and supporting advancement from Medical Assistant (MA) 1 to MA 2 and MA 3.
