Report Title:                     Add one (1) Departmental Human Resources Officer II - Exempt (unrepresented) position in the Contra Costa County Fire Protection District.

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

ADOPT Position Adjustment Resolution No. 26352 to add one (1) Departmental Human Resources Officer II - Exempt (APG2) (unrepresented) at salary plan and grade B85 1877 ($12,233- $14,869) in the Contra Costa County Fire Protection District.

FISCAL IMPACT:

The fiscal impact will be approximately $292,295 annually. The salary and benefit costs were included in the FY 2024-25 Recommended Budget and fully funded by the Contra Costa County Fire Protection District’s General Operating Fund.

BACKGROUND:

The Fire District continues to grow as neighboring fire agencies join the District. These annexations and contracts have significantly increased the overall staff count and footprint of the District; with another potential annexation in the near future. As the District expands, the departmental Human Resources team is modernizing and striving to keep pace with the growing department.

With the larger employee census comes increasing complexity and a higher volume of Human Resources work, including employee relations, leaves and workers compensation management, internal investigations, and recruitment and retention.

CONSEQUENCE OF NEGATIVE ACTION:

If this position is not approved, the District Human Resources team will struggle to fully support the growing employee population and the complexities that come with an increasingly larger District
