Report Title:                     Spiritual Care Services Contract with Grace Bible Fellowship of Antioch

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with Grace Bible Fellowship of Antioch, in an amount not to exceed $300,000 to provide out of custody spiritual care services to youth and young adults transitioning back into the community for the period of January 1, 2026 through December 31, 2027.

 

 

FISCAL IMPACT:

This contract will be funded 50% by the Department of Juvenile Justice Realignment fund and 50% by the Community Corrections Performance Incentive Fund.

 

 

BACKGROUND:

Grace Bible Fellowship of Antioch (GBF) is a faith-based organization established in 2003 serving diverse cultural and religious backgrounds in Contra Costa County. GFB’s organizational philosophy is a holistic, client-centered approach that leverages community-based support to foster resilience and promote successful reintegration.

 

Under this contract, GBF will provide out of custody spiritual care services on behalf of the Probation Department to those participating in the Probation Department programs, such as, the Community Success Pathway and Transitional Age Youth (TAY). This service will focus on using evidence-based practices and the principles of risk-need-responsivity, ensuring that services are tailored to the unique characteristics and barriers of each participant.

The organization’s goals and measurable objectives, serve as a framework to foster resilience, reduce recidivism, and promote successful community reintegration.

 

CONSEQUENCE OF NEGATIVE ACTION:

Youth and young adults in Contra Costa County will be unable to benefit from spiritual care services while transitioning back into the community.
