Report Title: HIV/STI Program - Grocery Voucher Procurement

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to purchase on behalf of the Health Services Director, up to 80 Target gift cards each with a value of $50 for a total amount not to exceed $4,000 to be provided to low-income clients living with Human Immunodeficiency Virus (HIV) or Acquired Immunodeficiency Syndrome (AIDS) who are enrolled in the HIV/STI (Sexually Transmitted Infection) Program’s medical case management program for the period of August 1, 2026 through March 31, 2027.
FISCAL IMPACT:
This $4,000 expenditure will be funded by the California Department of Public Health (CDPH), Office of AIDS (OA), HIV Care Program (HCP). No County match is required.
BACKGROUND:
The HIV/STI Program within Contra Costa County’s Public Health Division receives Ryan White Part B funding from CDPH OA to provide a variety of service categories to low-income clients living with HIV or AIDS including home-delivered meals. This service category may include the purchase of grocery vouchers. The provision of nutritious food is essential to wellbeing and promotes better health outcomes for clients. All vouchers are distributed based on requirements outlined by the Human Resources Services Administration (HRSA)’s Ryan White AIDS Program (RWHAP).
CONSEQUENCE OF NEGATIVE ACTION:
If this procurement request is not approved, the HIV/STI Program will not fulfill the goals outlined in the grant agreement, which negatively impacts the well-being of clients in the community.
