RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff-Coroner, a blanket purchase order with Critical Reach, Inc., in an amount not to exceed $20,000, and ACCEPT a Terms of Use for APBnet software used by the Office of the Sheriff for real-time digital data sharing, for the period January 1, 2025 through December 31, 2027.
FISCAL IMPACT:
Approval of this request will result in up to $20,000 in contractual service expenditures over a 3-year period and will be funded 100% by the General Fund.
BACKGROUND:
Critical Reach, Inc. is a non-profit organization that provides technology services to law enforcement agencies in California and nationwide. They are known for pioneering digital data sharing between law enforcement agencies.
Their primary service is the APBnet software, which is used by the Office of the Sheriff, facilitates real-time sharing of photo bulletins and alerts for various situations including Missing Children, Wanted Persons, Dangerous individuals, and Other Critical Events.
The Terms of Use include a limitation of liability and indemnification from the County to the contractor.
The department is seeking approval of this retroactive contract due to an administrative delay caused by the substantial number of new contracts the Office of the Sheriff is currently handling. The contractor has continued to provide services in good faith.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, it would result in significantly slower information sharing, hinder interagency collaboration, compromise Office Safety and Public Safety and decrease investigative efficacy.
