RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Child Abuse Prevention Council, in an amount not to exceed $1,533,732 to provide child abuse prevention services for the period July 1, 2024 through June 30, 2025.

 

FISCAL IMPACT:

 

$1,533,732: 62% State Realignment, 26% County General Fund, 12% Federal American Rescue Plan Act CBCAP, all of which is budged in FY 24-25.

 

BACKGROUND:

 

On May 21, 2019 (C.73) the Board of Supervisors approved a contract with Child Abuse Prevention Council in an amount not to exceed $1,308,694 to provide child abuse prevention services for the period July l, 2019 through June 30, 2020. Subsequent renewals were approved on June 23, 2020 (C.56), June 22, 2021 (C. 87), June 22, 2022 (C. 87), and May 23, 2023 (C.32).

 

The FY24-25 contract was expanded to include services funded by federal Family First Prevention Service funds.  These services include educational services and assistance to families through the provision of concrete supports.

 

CHILDREN'S IMPACT STATEMENT:

 

This contract supports all of Contra Costa County’s community outcomes of the Children’s Report Card”, (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families”.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

County will not provide valuable services to prevent child abuse.
