RECOMMENDATIONS:
ADOPT a resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a contract amendment with the California Department of Aging to accept additional funds in an amount not to exceed $738,820 for a new amount not to exceed $7,663,566 and extend the term through June 30, 2025.
FISCAL IMPACT:
$738,820: 73% Federal and 27% State funds; $369,410 of which will be budgeted in FY23-24 and $369,410 of which will be budgeted in FY24-25. Appropriation and revenue adjustment for this amendment will be made during FY 2023-2024.
Total match of $661,250 is required: $214,291 by the County and $446,959 by subcontractors.
BACKGROUND:
On June 13, 2023, the Board approved item (C.97) authorizing execution of agreement number AP-2324-07 to accept funding in an amount not to exceed $6,924,746 from the California Department of Aging for the period July 1, 2023 through June 30, 2024 to implement Contra Costa's Area Plan for Fiscal Year 2023-2024. This contract amendment provides one-time only (OTO) funding to augment Older Americans Act (OAA) Title IIIB, Title IIIC, Title IIIE, Title VII programs in Contra Costa, as well as Ombudsman services funded with state funds. This amendment will allow Contra Costa County to increase baseline services for programs such as adult day care/adult day health, assisted transportation, congregate nutrition, home-delivered meals, family caregiver support, friendly visiting, Ombudsman, telephone reassurance, etc. OTO may also be used for one-time purchase of equipment needed to more effectively deliver these services.
