RECOMMENDATIONS:
ADOPT a resolution to approve and authorize the Employment and Human Services Director, or designee, to execute an amendment to extend the term of the revenue agreement with the State of California Department of Community Services and Development to extend the term through December 31, 2026, with no change to the payment limit of $5,399,608, for the Low Income Home Energy Assistance Program.
FISCAL IMPACT:
100% Federal (Community Services and Development), all of which was budgeted in FY 24-25, is budgeted in FY 25-26 and will be budgeted in FY 26-27 with no change to original budget balance. No County match is required.
BACKGROUND:
On January 14, 2025, the Board approved item C.38 authorizing a revenue agreement with the State of California Department of Community Services and Development (CSD) for the term November 1, 2024, to June 30, 2026. On June 24, 2025, the Board approved item C.47 authorizing a revenue amendment with CSD to increase funding by $1,257,070 for a new payment limit not to exceed $5,399,608 for the Low Income Energy Assistance Program (LIHEAP) with no change to the initial term November 1, 2024, to June 30, 2026.
This action is to approve the extension of the revenue agreement term through December 31, 2026, for the 2025 LIHEAP agreement award.
The County routinely receives funding from CSD wherein Contra Costa County provides energy bill assistance payments and/or weatherization services to residents who are income eligible through the LIHEAP and the Energy Crisis Intervention Program.
