Report Title: Contract # 40-495-1 (AAS) Senior Nutrition Infrastructure Agreement with Meals on Wheels Diablo Region

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Meals on Wheels Diablo Region, a nonprofit agency, in an amount not to exceed $336,431 for the purchase and use of infrastructure equipment and supplies pursuant to the Home and Community Based Services Senior Nutrition Infrastructure Grant Program for the period May 1, 2024, through September 30, 2024.
FISCAL IMPACT:
$336,431: 100% State; of which $168,215.50 is budgeted in FY 23-24 and $168,215.50 will be budgeted in FY 24-25.
BACKGROUND:
On May 16, 2023, the Board approved item C.22 authorizing a contract with Meals on Wheels Diablo Region (MOWDR) in an amount not to exceed $250,629 for Senior Nutrition Infrastructure projects for the period of May 17, 2023, to December 31, 2023.
On September 22, 2022, Contra Costa County received Senior Nutrition Infrastructure (SNI) funding from the California Department of Aging (CDA) for the period October 1, 2022, through December 31, 2023. A Program Memo was issued by the CDA in July 2023 to extend the contract period to a new end date of September 30, 2024. With the extended date to expend funding for SNI issued by CDA, the County is renewing the MOWDR contract for the period May 1, 2024, through September 30, 2024, for a new payment limit not to exceed $336,431. Through this agreement, MOWDR will reduce hunger, food insecurity and malnutrition.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, MOWDR will not be able to increase much needed Senior Nutrition services for older adults in Contra Costa County.
