RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with the Oakland Private Industry Council, Inc., to provide administrative and operational support to the East Bay Regional Planning Unit, to increase the payment limit by $94,919 to a new payment limit not to exceed $822,927 and to extend the contract term from July 1, 2022 through June 30, 2024 to July 1, 2022 through December 31, 2025.
FISCAL IMPACT:
$94,918.62: 100% Federal WIOA funds, $94,918.62 which is budgeted in FY24/25. CFDA# 17.258, 17.259, 17.278.
BACKGROUND:
Contractor employs, supervises and provides employer of record services for EASTBAY Works (EBW), who will provide direct coordination and system building services to the East Bay Regional Planning Unit (EBRPU)/EBW: provides contracting and payment for staff travel, communications, supplies, phone, and resource development as determined necessary by the WDBCCC; maintains EBW Job Seeker 800 phone number; provides and maintains technology support for EBW website; and provides administrative and operational support to EBRPU/EBW. Costs are split amongst the four (4) Regional Planning Unit members: the Workforce Development Boards of Contra Costa County, Alameda County, City of Oakland and City of Richmond.
Oakland Private Industry Council was selected through a cooperative agreement with Alameda County's Request for Proposal # 2021, which closed January 21, 2022. The Board approved the initial contract on September 12, 2017 (C.108) and renewal contracts on July 10, 2018 (C.64), June 11, 2019 (C.116) June 22, 2021 (C.100) and May 9, 2023 (C.36)
