Report Title: REJECT bids and RE-ADVERTISE and solicit new bids for the Antioch Library Electrical Systems Upgrades Project, 501 W. 18th Street, Antioch

RECOMMENDATIONS:
(1) REJECT all bids received on June 5, 2025, for the Antioch Library Electrical Systems Upgrade Project, and
(2) ORDER any bid bonds posted by the bidders to be exonerated and any checks or cash submitted for security to be returned, and
(3) AUTHORIZE the Public Works Director, or designee, to re-advertise and solicit new bids for the Antioch Library Electrical Systems Upgrade Project.
FISCAL IMPACT:
Estimated construction cost $1,439,403. $978,320 (68%) will be funded through Measure X funds, $307,454 (21%) will be funded through California State Library Building Forward Grant (SB 129), and $153,726 (11%) will be funded through Measure X and Library Funds.
BACKGROUND:
The above advertisement was previously approved by the Board of Supervisors, plans and specifications were filed with the Board, and bids were invited by the Public Works Director. On June 5, 2025, the Public Works Department received bids from the following contractors:

In reviewing the bids, Public Works determined that neither bid was responsive.
Therefore, the Public Works Department Director recommends to the Board of Supervisors to exercise its discretion to reject all bids pursuant to the Notice to Bidders and authorize the Public Works Director to re-advertise the above project.
CONSEQUENCE OF NEGATIVE ACTION:
If re-advertising of the project is not authorized, the project will not be constructed, the electrical system will remain out of date and insufficient for modern power requirements in libraries, the lighting will not be energy efficient and alig...
