RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Extension Agreement #74-575-16 with Lincoln, a non-profit corporation, effective June 30, 2026, to amend Contract #74-575-15, to extend the termination date from June 30, 2026 to December 31, 2026, to provide additional multi-dimensional family therapy (MDFT) for eligible adolescents ages 11-19, and their families, who have mental health issues or co-occurring issues with substance abuse associated with mental health and behavioral problems, with no change in the payment limit of $624,200.

FISCAL IMPACT:
There is not fiscal impact for this action, as there is no change in the Contract Payment Limit of $624,200. This Contract is funded 100% by Behavioral Health Services Act (BHSA) revenues. Beginning July 1, 2026, the Mental Health Services Act (MHSA) funding fully transitions to the BHSA to reflect full implementation and oversight required under California Proposition 1, approved by voters in March 2024, which modernizes MHSA by renaming it the BHSA and redirecting funding to support building a comprehensive, integrated, and unified behavioral health system statewide. (No rate increase)

BACKGROUND:
This Contract meets the social needs of the County's population by providing MDFT for eligible adolescents, and their families, who have mental health issues or co-occurring issues with substance abuse associated with mental health and behavioral problems and who are on probation or referred by County's Mental Health Children's System of Care. The Behavioral Health Services Division has been contracting with Lincoln since July 2018.
