RECOMMENDATIONS:
Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE Budget Amendment BDA-23-00288 authorizing new revenue in the amount of $141,600 from the Federal Emergency Management Agency, U.S. Department of Homeland Security, California Governor's Office of Emergency Services, State Homeland Security Grant Program (SHSGP) and $15,751 from the CCCFPD General Operating Fund and appropriating it to the Contra Costa County Fire Protection District (7300) for the purchase of fifteen (15) portable radios. (90% Federal grant; 10% CCCFPD General Operating Fund)
FISCAL IMPACT:
If approved, total appropriations of $157,351 will be available for the CCCFPD to purchase portable radios. New revenues of $141,600 (90%) funded from the federal Department of Homeland Security Grant Program (SHSGP) and $15,751 (10%) from CCCFPD General Operating Fund Balance is requested to offset the expenditure.
BACKGROUND:
On February 4, 2020, the Contra Costa County Fire Protection District Board of Directors authorized the Fire Chief, or designee, to apply for and accept grant funding for the purchase of portable radios. These radios will provide a cache of additional East Bay Regional Communications System (EBRCS) portable radios for engines that are up-staffed during disaster response activities. The Fire District was awarded $141,600 from the FY 2020 State Homeland Security Grant Program toward the purchase of these radios and expects to receive the funds in FY 2023/24.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the necessary appropriations will not be budgeted and the fire crews staffing engines lacking portable radios will not be properly equipped for disaster response activities....
