RECOMMENDATIONS:
APPROVE the Freeman Road Bridge Painting Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, unincorporated Lafayette area. [County Project No. WO4012 / Federal Project No. BRLO-5942(180), DCD-CP#25-45 (District II).

DETERMINE that this activity is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(d).

DIRECT the Director of Department of Conservation and Development (DCD), or designee, to cause a CEQA Notice of Exemption (NOE) to be filed with the County Clerk and State Clearinghouse, and

AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $50 fee to the County Clerk for filing the NOE.

Estimated Project cost: $1,110,260. 50% Highway Bridge Program Federal Funds, 50% Local Road Funds.

BACKGROUND:
The purpose of this project is to clean, paint, and prevent future damage to Freeman Road Bridge (Bridge No. 42C0389). The project is needed to remove rust from the bridge as well as preserve the structural condition and remaining service life of the bridge. The maintenance-preventative work will consist of implementing a lead compliance plan and work area monitoring program if needed, blast cleaning, repainting superstructure steel members, and applying corrosion inhibitor. Additionally, the project will backfill and repair the embankment around the steel columns with concrete, remove unsound concrete, and replace pourable deck joint seals at abutments. A working platform with scaffolds and an enclosure system will be required to capture paint removal debris.
