Report Title: 40-569-0 Capacity Building with Meals on Wheels Diablo Region Measure X

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Meals on Wheels Diablo Region, in an amount not to exceed $215,000 to conduct a feasibility study for a commercial kitchen to provide Senior Nutrition Meals in Contra Costa County with Measure X Organizational Capacity Building funds for the period July 1, 2025 through June 30, 2027.
FISCAL IMPACT:
100% County Measure X Funds; 50% of which is budgeted in FY 25-26; and 50% of which will be budgeted in FY 26-27.
BACKGROUND:
On December 18, 2024, the Board of Supervisors were notified of the release of Request for Proposal (RFP) 1212 seeking applicants to apply for Organizational Capacity Building funds to serve seniors and adults with disabilities. Total funding through RFP 1212 was $1,700,000.
Meals on Wheels Diablo Region responded to RFP 1212, Organizational Capacity Building, and was awarded $215,000 to conduct a Feasibility Study for a commercial kitchen to provide Senior Nutrition Meals in Contra Costa County. This contract will provide services for eligible Contra Costa County recipients with a payment limit not to exceed $215,000 for the period July 1, 2025 through June 30, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, Meals on Wheels Diablo Region will not be able to provide much needed Senior Nutrition services for older adults in Contra Costa County.

This contract supports the fourth of Contra Costa County’s community outcomes of the Children’s Report Card, "Families that are Safe, Stable and Nurturing.”
