RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #76-934-2 with The Rokos Group, LLC, a limited liability company, effective May 1, 2026, to amend Contract #76-934, as amended by Contract Amendment/Extension #76-934-1, to provide additional recruitment services for the vacant Contra Costa Health Plan (CCHP) Chief Medical Officer (CMO) position in addition to the other ongoing recruitments including the Health Services Department Chief Financial Officer (CFO) and Contra Costa Regional Medical Center (CCRMC) Chief Operation Officer (COO) positions with no change in the payment limit of $464,000 or term ending December 31, 2026.
FISCAL IMPACT:
Approval of this Amendment will not impact the payment limit of $464,000 funded by 67% Hospital Enterprise Fund I and 33% CCHP Enterprise Fund II. (No rate increase)
BACKGROUND:
In October 2025, the Purchasing Agent executed Contract #76-934 with The Rokos Group, LLC, in the amount of $64,000, for the recruitment of CCRMC's Chief of Plant Operations, through February 28, 2026. This recruitment was successful.
Despite multiple previous executive searches, efforts to hire qualified candidates for Health Services CFO, CCHP COO, CCRMC COO and CCHP CMO positions have been unsuccessful. The CFO and COO roles are critical to ensuring financial stability, operational efficiency, and strategic leadership across this system. These roles are highly specialized and require experience in managing large, multifaceted health organizations. Contra Costa Health (CCH) operates a complex integrated health system that includes CCRMC and CCHP, serving hundreds of thousands of County residents.
