RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Whitlock & Weinberger Transportation, Inc. dba W-Trans (W-Trans), effective September 15, 2026, to change the contract from On-Call Transportation Engineering Consulting Services to a project-specific contract for Transportation Engineering Services – Task Order 6 Completion; and to extend the termination date from September 19, 2026, to the new termination date of upon completion of Task Order 6.
FISCAL IMPACT:
Work performed under the amended contract will be funded by developer fees and local road funds. (100% Various Funds)
BACKGROUND:
On September 20, 2022, the Board of Supervisors approved an on-call Consulting Services Agreement with W-Trans in the amount of $250,000. The Public Works Department is involved in various projects in the County that require transportation engineering services for road projects. W-Trans was selected as one of five firms to provide transportation engineering services on an “on-call” basis to augment Public Works staff when internal forces or expertise are unavailable.
On April 15, 2025, the Board of Supervisors approved Amendment No. 1 to the Consulting Services Agreement, changing the termination date of the agreement to September 19, 2026, increasing the payment limit to $400,000, and revising the payment rates.
The Public Works Department and W-Trans executed Task Order 6 on October 7, 2025, to develop a feasibility study for improvements to ramps at the I-680/Stone Valley Road interchange.
