RECOMMENDATIONS:
ACCEPT a report from the Behavioral Health Division of the Health Services Department regarding the formation and status of the Contra Costa Behavioral Health Board as recommended by the Family and Human Services Committee.

FISCAL IMPACT:
There is no fiscal impact for this action.

BACKGROUND:
The Family and Human Services Committee accepted and approved a presentation on Proposition 1 and SB326 at the November 11, 2025 Family and Human Services Committee (FHS). The presentation detailed the formation of an integrated Behavioral Health Board effective January 1, 2025.

Recommendations of the Family and Human Services Committee regarding the new board were approved by the Board of Supervisors on December 17, 2024.

Proposition 1, passed as a ballot measure in April 2024, included a bond measure for capital facilities (Assembly Bill 531) and legislation mandating the transformation of the public behavioral health system (Senate Bill 328) inclusive of an integrated Behavioral Health Board effective January 1, 2025.

Contra Costa Behavioral Health Services made recommendations on April 14, 2025 to the Family and Human Services committee for appointments of 15 Behavioral Health Board members.

These recommendations were approved by Family and Human Services and forwarded to the Contra Costa Board of Supervisors, which approved of the 15 appointments in May 2025.

The Chair and Vice Chair of the Family and Human Services committee also recommended to the Board of Supervisors the addition of two Alternate seats: Alternate to the BOS member serving on the Behavioral Health Board and Alternate to the At Large member. This increased the total number of members from 15 to 17, with two serving as Alternates.
