Report Title: Reallocate the salary of the Medical Social Service Director (V4HE) classification and retitle it to Medical Social Services Manager (X4HE)

RECOMMENDATIONS:
ADOPT Position Adjustment Resolution 26451 to reallocate the classification of Medical Social Service Director (X4HE) from salary plan and grade ZA5 1676 ($8,917.25 - $10,838.98) to salary plan and grade ZA5 1844 ($10,531.08 - $12,800.59) and retitle the classification to Medical Social Services Manager (X4HE). (represented)
FISCAL IMPACT:
These actions will incur a annual cost of $36,703.12, including $5,361.95 in pension costs. (100% West County Re-Entry, County General Fund)
BACKGROUND:
Since AB 109 came about in 2011, California's counties have continued to shift their ways of responding to the new landscape of the criminal justice system. Now that responsibility to specific non-violent, non-serious, and non-sexual offenders have transitioned from the state to county jails and probation systems, Contra Costa Health (CCH)'s Detention Health division has grown a larger purpose to bring rehabilitation services and social services to these incarcerated persons to aid them in re-entry and reintegration back into society.
Recently, the county began operating the West County Reentry, Treatment and Housing (WRTH) at the West County Detention Facilities in North Richmond. In WRTH, Detention Health operates a health clinic and as of mid-2024, in part, the Re-Entry Care Coordination program. This program focuses on providing all care needed as part of the reentry stabilization, treatment, and planning for release.
Contra Costa Health needs to build a leadership role to manage the medical social services aspect of this program. We propose to:
