RECOMMENDATIONS:
APPROVE Budget Amendment No. BDA-25-00126 authorizing the transfer of $160,541 in appropriations from the Department of Information Technology (0147) to Telecommunications (0060) for upgrades to all hilltop surveillance cameras and associated servers.
FISCAL IMPACT:
This action will increase appropriations by $160,541 in Telecommunications (0060), Microwave Maintenance (2284), and decreases appropriations in Information Technology (0147), Administration (1050). The cost is budgeted in the Department’s approved IT Project Funding for FY 24/25, for upgrades to all hilltop surveillance cameras and associated servers. 100% General Fund.
BACKGROUND:
The existing hilltop security camera system, which monitored the County’s critical radio communications sites, required upgrading and modernization to meet current security and technology standards. To ensure continued protection of these vital County assets, the Department of Information Technology’s Telecommunications Radio Team worked in conjunction with the Public Works Department to complete the removal of the legacy system and install a modern IP-based surveillance camera system, including updated applications for video viewing and secure storage. This effort was an approved IT Supplemental Project for Fiscal Year 2024/25.
CONSEQUENCE OF NEGATIVE ACTION:
Lack of adequate video surveillance coverage at critical County radio communications sites, increasing the risk of undetected vandalism, theft, or unauthorized access. Without a modern and reliable security camera system in place, the County’s ability to monitor, protect, and respond to threats affecting vital infrastructure would be significantly compromised.
