BACKGROUND:

Room to Overcome, Achieve, and Recover (ROAR) is an outpatient specialty mental health program serving youth with severe mental health and substance use conditions which is currently located at 1160 Brickyard Cove in Richmond under the Health Services Department.  The program is funded by Mental Health Realignment and serves youth ages 13-18 years old who receive Medi-Cal benefits or who are uninsured.  Services will be provided by a multi-disciplinary team, and will include individual, group, and family therapy, and linkage to community services.

The new site provides in suite restrooms needed for drug testing, and a kitchenette that is necessary to provide life skills instruction.  It is also more centrally located in West County, on a bus line and more convenient for clients.

CONSEQUENCE OF NEGATIVE ACTION:

Not authorizing the lease would require finding another suitable location.
