Report Title: Richmond Police Activities League Juvenile Justice Prevention Services

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with Richmond Police Activities League in an amount not to exceed $212,527 to provide Juvenile Justice Prevention Services for youth in West Contra Costa County for the period July 1, 2024 through June 30, 2026.
FISCAL IMPACT:
This is 100% funded by the Juvenile Justice Crime Prevention Act (JJCPA).
BACKGROUND:
Richmond Police Activities League (RPAL) is a contract awardee (RFI#2403-783) for the Juvenile Justice Prevention Projects bid process.
RPAL has been providing formal diversion services to youth in Contra Costa County since 2016. RPAL has a diversion program called West County Youth Diversion & Development Program (“WCYDDP”) that will primarily focus on prevention services in Mentoring, Leadership Development, Civic Engagement & Social Justice, Behavioral Health Interventions, Life Skills, Youth Employment, Internships, Financial Literacy and/or Work-Ready Programming, and Enrichment. Early intervention is the primary purpose of WCYDDP by connecting youth to programming designed to mitigate identified risk factors that make them vulnerable to being at-risk in the Juvenile Justice System.
CONSEQUENCE OF NEGATIVE ACTION:
Without this contract in West Contra Costa County, prevention services will not be available to youth who may be at-risk or have involvement with the Juvenile Justice System.
