RECOMMENDATIONS:
RESCIND prior Board action (25-3864) from September 16, 2025, which approved and authorized the Sheriff-Coroner, or designee, to execute a contract renewal with Justice
Benefits, Inc. in an amount not to exceed $445,000 for assistance in identifying federal financial participation reimbursement opportunities, for the period October 1, 2025 through September 30, 2028; and
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract renewal with Justice Benefits, Inc. in an amount not to exceed $445,000 for assistance in identifying federal financial participation reimbursement opportunities with added limitations to liability, for the period October 1, 2025 through September 30, 2028.
FISCAL IMPACT:
Approval of this request will result in up to $445,000 in contractual service expenditures over 3-year period and will be funded 100% by the General Fund.
BACKGROUND:
On September 16, 2025 the Board of Supervisors approved the Department to execute a contract with Justice Benefits, Inc. in an amount not to exceed $445,000 for assistance in identifying federal financial participation reimbursement opportunities, for the period October 1, 2025 through September 30, 2028. This request is to include the added limitation of liability language requested by the contractor.
Justice Benefits, Inc. (JBI) is a consulting firm that specializes in research and development, government affairs and program knowledge. They employ insight-based solutions and technology to secure federal reimbursements.
