RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Employment and Human Services director, a purchase order and related agreement with eCivis, Inc. in an amount not to exceed $31,506 for grant management software with grant search and tracking capabilities for the period May 1, 2024 through June 30, 2026.
FISCAL IMPACT:
$31,506: to be funded by fees associated with marriage, death and birth certificates (100% Special Fund); $9,800 of which is budgeted in FY 23/24, $10,486 which will be budgeted in FY24/25, and $11,220 which will be budgeted in FY25/26.
BACKGROUND:
The Employment and Human Services Department (EHSD), Information Technology Unit (IT), needs to renew a subscription based online database. EHSD has used this service since 2018. The eCivis. Inc. subscription will provide online, comprehensive, searchable database of federal, state and foundation grant funding. The database, created for use by government agencies, eliminates the need to research dozens of foundations, state, and federal agency websites to find obscure references to funding solutions. The agreement contains an indemnification clause.
CONSEQUENCE OF NEGATIVE ACTION:
The Department will not be able to effectively search for and apply to foundation, state, and federal funding opportunities.
