Report Title:                     Gift Cards for Participants in Quarterly HMIS Meetings

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to purchase on behalf of the Health Services Director, up to 2 Amazon gift cards each with a $20 value, totaling $40 and 2 Starbucks gift cards each $20 value, totaling $40, plus applicable delivery fees of up to $40 for a total amount not to exceed $120, to be used as raffle incentives for participation in quarterly Homeless Management Information System (HMIS) policy meetings.

 

FISCAL IMPACT:

This $120 expenditure will be funded by California Advancing and Innovating Medi-Cal (CalAIM). The gift cards will be purchased through the contractor Heluna Health.

 

BACKGROUND:

Contra Costa's Continuum of Care (CoC) facilitates quarterly HMIS policy meetings and work groups with partner agencies to review data quality, provide updates on HMIS requirements, and support continuous system improvement. Active agency participation in these meetings is critical to maintaining accurate, complete, and timely data within HMIS, which directly impacts reporting, funding, and service delivery across the CoC. To encourage consistent engagement and reinforce data quality efforts, gift cards are offered as raffle incentives to participating agencies. These incentives support ongoing attendance, collaboration, and accountability in maintaining high-quality HMIS data.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, participation in HMIS policy meetings may decrease, resulting in reduced engagement from partner agencies. This may negatively impact data quality, timeliness, and completeness within HMIS, ultimately affecting reporting accuracy, compliance with federal requirements, and the CoC’s ability to secure and allocate funding effectively.
